Dr. Ushakova Elena is an accomplished academic leader with over 15 years of experience in higher education. She has dedicated her career to advancing excellence in teaching and research, particularly in the fields of management and regional economic development. Her academic journey began with a PhD in Economics from the St. Petersburg University of Management and Economics, where she also earned a postgraduate diploma with honors in the Presidential Management Training Program. Additionally, she holds a Bachelor’s degree in both Management and Computer Systems.

Throughout her career, Dr. Ushakova has made significant contributions to the academic and professional communities. She is the author of more than 100 scientific publications focused on the management of socio-economic systems and regional economic entities. Under her leadership, the Department of Management and State and Municipal Management at St. Petersburg University won several prestigious awards, including the All-Russian competition for the best educational programs. In 2020, she was honored as "Scientist of the Year," and in 2023, she received the “Golden Names of Higher Education” award.

Dr. Ushakova’s career includes key roles such as Head of the Department of Management and State and Municipal Management at St. Petersburg University of Management Technologies and Economics, where she oversees teaching, research, and curriculum development. She has also served as Deputy Director at the Training and Methodological Engineering and Technical Centre and as Head of the Innovation Development Department for the Agency for Economic Development of the Leningrad Region.

Her work continues to shape the future of management education and innovation, making a lasting impact on both academic institutions and regional economic policy.
